A dual-LED flash uses two LEDs instead of one, usually of different colour temperatures — one a cooler white, the other a warmer yellow. The phone fires them in different proportions according to the colour of the ambient light.
The point is to fix the best-known fault of a single-colour flash: when a cool white flash fires in a warm-lit room, skin comes out pale and bluish. Mixing the two LEDs keeps the flash frame closer to the colour of the room.
